To the Warden and Members of the County Council of Lennox and Addington: Gentlemen - In accordance with the Statute governing the duties of School Inspectors, and in compliance with your request of the last Session, I have the honour to submit the following statistics regarding the schools for 1911. The Legislative grant in 1911 was $4,624.00, $3,604.00 of which was divided amongst the Schools on the basis of salary and grade of certificate. Forty per cent of all above the minimum, which is $300.00 for all Townships, except Richmond, and as the average assessment for that Township is under $60,000.00, the forty per cent is given on all over $250.00, $25.00 was given to all Boards who employed Normal Teachers, and $40.00 for a First Class. The remaining $1,020 to which the County added an equivalent, making $2,010.00, was the Equipment and Accommodation grant, and was divided according to grading, ten per cent being given on the total value of the equipment. It will be observed from this that the column of 'Equipment and Accommodation' is composed of both the Legislative and County grant. The following Schedule contains to each Rural School, the Name of Teacher, Grade of Certificate, Experience, Salary, Legislative Grant, Equipment and Accommodation Grant, Clergy Reserve Fund, Number on Roll, Average Attendance, Estimated Value of Each School House, Value of Equipment. N.B. In the column "Grade of Certificate" (1) denotes First Class Certificate, (2) Second Class Certificate (3) Limited Third Class, (4) Third Class Extended (5) Third Class Permanent (6) District Certificates Extended (7) Old Thirds (Provincial), (8) Temporary. NOTE - Expired Third Class Certificates and Districts were extended by the Minister of Education, owing to the scarcity of teachers, on the recommendation of the Inspector. Entrance Examination, July 1911; - 110 wrote in Napanee, 22 passed, 87 wrote in Newburgh, 41 passed, 37 wrote in Tamworth, 18 passed, 41 wrote in Bath, 6 passed, 4 wrote in Denbigh, 1 passed. The percentage of successful candidates was somewhat lower than usual throughout the Province. One reason for this is the exacting of the 40 per cent, and 60 per cent; another is the constant change of teachers, combined with irregular attendance, and the worst probably of all, the too rapid promotion of pupils from one class to another without a proper mastering of the work in each class. The pupils of the Entrance Class ought to be the cream of the School, precise in their thinking, correct in their expression and possessing to a considerable degree a refined ambition to achieve, - if their training at home and in the school has been along rational lines. If the pupils are properly trained in the work of each Class Grade, have the proper comprehension of perseverance, concentration and individual responsibility, which is Education, they will have no trouble in passing the Entrance in their fourteenth year.
